PROTOCOL OF ETHICS

(Regional and Local Authorities)

To work together for peace is the commitment entered into by the signatories to this Protocol, open to all members of civil society who intend to act in accordance with the spirit of fundamental human rights and peoples' rights, endorsing the value of UNIPAX's aims and objectives.

To work together for peace is the commitment of the Regional and Local Authorities, which are not only subordinate to the State, each in accordance with its own territorial jurisdiction, but are also the democratically- elected direct representatives of the various communities; not only are they administrative bodies but they also in themselves express the participation and will of the peoples, and at the same time, provide services of fundamental importance.
From this point of view, the Regional and Local Authorities who are signing this Protocol intend to:

  • pay particular attention to interpreting the views of the citizens, developing their civic sense and their awareness of the citizen's role at local, national and international levels (in both Europe and the world) in modern society and promoting the important values on which society should be based.
  • to extend the dissemination of information to promote the development of a common awareness of the need to work to work together and share joint responsibility for not just local and national issues but also European and international issues, in a world which has now become a 'global village', where everything and everybody is directly or indirectly involved;
  • support growing awareness, foster the attitudes and initiatives which promote human rights, harmonious coexistence and hence peace, whilst emphasising the obstacles to be overcome;
  • facilitate every form of civic and intercultural education, in particular education in fundamental human rights and duties and peoples' rights and duties.
The signatories to this Protocol, aware of importance of overcoming national barriers and of the efforts needed to establish regional (European) by means of the law and peaceful negotiations, feel that Regional and Local Authorities should be involved and provide support and guidance for ensuring democratic progress, and therefore consider it vital for Regional and Local Authorities to co-operate more closely together so as to be able to express their aspirations and demands freely and make their own contribution to the unification process on our continent; they feel that the "Permanent World Forum for Peace" promoted by UNIPAX will be particularly useful for this purpose.
